Job summary:
The postholder will be responsible for leading a programme team tasked with developing a new regional recruitment model for the HSC in Northern Ireland.
The primary focus of the Programme Team is to design a future model which is agile, flexible and meets the business need. This Programme Team will produce a report which clearly describes a recommended future model for HSCNI recruitment services including the roles, capacity and capabilities required at the Recruitment Shared Services Centre (RSSC) and within local organisations to support the delivery of a user friendly and responsive recruitment service. The report will also include proposals for the management of the relationship between the RSSC and its client organisations and will address potential digital solutions and alignment with implementation of the EQUIP programme.
The key purpose of the role is to design a future organisational model for the provision of a HSCNI recruitment service which is agile, flexible and meets the business needs.
The post holder will undertake benchmarking across public and private sector organisations and will work with key stakeholders to develop a number of potential future models. The post holder will lead an option appraisal process to enable the selection of the most suitable model for the HSCNI recruitment services in partnership with key stakeholders.
The postholder will develop a report which describes the recommended future model for the HSCNI recruitment service. This report will also include proposals for the management of the relationship between the RSSC and its client organisations and will address potential digital solutions and alignment with the implementation of the EQUIP programme.
In addition, the post holder will support and work in partnership with the existing recruitment review programme work streams incorporating and aligning their output into the design of the future organisational model.
The postholder will be required to manage all aspects of the recruitment review including budgetary management, procurement (if required) and the management of external support, project management with key stakeholders and critical friends.
The postholder will also liaise with key stakeholders across the HSC to ensure the delivery of key outputs within defined timeframes. They will act as a focal point across the HSC to ensure appropriate HSC staff are involved in the recruitment review, including end users, and they will manage and lead on the consultation process throughout this exercise. They will also be responsible for the effective operational management of the project management governance arrangements associated with the recruitment review along with the financial and information management governance.
