Job Summary

The HR Business Partner – eHealth Transformation will take a lead HR role in the implementation of Digital Transformation programmes across the Trust. They will be the project lead for the encompass programme, which is a HSC NI wide transformation programme which seeks to digitalise the patient record system and enable a whole system approach to the delivery of safer informed care.

The post holder will work closely with all stakeholders across the Trust and region to ensure a seamless, responsive and co-ordinated approach to the delivery of the encompass Workforce Transition Strategy and Plan. The HR Business Partner will develop and maintain key working relationships with regional colleagues; encompass teams; Trust senior managers and other corporate business partners throughout the duration of this project.

The post holder will provide change management leadership and expertise to a range of other eHealth programmes including the replacement of HR and Finance systems. They will oversee the coordination of Trust activities to ensure the effective transition of these projects working closely with all stakeholders throughout the change management process.

 

Main Duties & Responsibilities

  • Lead on the implementation of the encompass workforce transition strategy in the Trust ensuring that strategic HR plans are in place and that programme activities are planned and resourced as necessary.
  • Develop sound working relationships with relevant key stakeholders both internal and external and ensure communication is maintained throughout the life cycle of digital programmes.
  • Establish and lead internal working groups to ensure the management of change is conducted and implemented in a timely fashion and in accordance with best practice and relevant employment legislation.
  • Work with programme managers to develop and agree effective communication and engagement strategies as they relate to the workforce.
  • Provide specialist HR advice and support on all workforce issues and the workforce related implications of the encompass Workforce Transition Strategy and plan, mobilizing HR teams/services where necessary.
  • Collaborate with other HSC organisations and participate in regional working groups/Boards where necessary.
  • Contribute to the encompass People and Workforce Planning sub group including updates on progress on a timely basis.
  • Establish appropriate governance arrangements within HR and the Trust to ensure the safe and effective delivery of eHealth programmes in line with programme requirements and budgetary constraints.
  • Work in partnership with managers, trade unions and programme teams to ensure the successful implementation of eHealth Programmes and lead on all associated industrial relations issues with Trade Unions.
  • Provide regular management data and information for programmes teams/ HR Director, Boards and Corporate Management Team as required.
  • Provide, monitor and analyse workforce intelligence/ data and proactively work with managers to put plans in place to ensure delivery of programmes.
  • Provide organisational development support to key stakeholders within specified Directorates, facilitating this change initiative.
  • Ensure the Human Resources service within his/her sphere of influence is provided within budget.
  • Deputise for the HR Assistant Director as required.
